Vitalii Bielobrov

Deputy Mayor of Kherson

Vitalii Bielobrov is the deputy mayor of Kherson, a frontline city in southern Ukraine. He has also been an elected member of the Kherson City Council since 2020. Vitalii has worked as deputy mayor for over three years, using a practical and results-oriented leadership style to manage the city during the war. He focuses on meeting the city's current needs and planning its future recovery.

In his work, Vitalii builds international partnerships for city reconstruction. He has established over 50 international partnerships and 15 city-level agreements. Through this work, he secured more than 1.3 billion Ukrainian Hryvnia in humanitarian aid, medical equipment, generators, and transportation for Kherson. He also coordinates the Kherson City Development Strategy with international experts, manages the DREAM investment platform, and drives investment attraction.

Before his time in public service, Vitalii worked as a manager in business. He was recognized as the best financial consultant in Ukraine in 2014. Additionally, he has served as the head of We Khersonians, an NGO and business association, for over 10 years.
