Thembinkosi Dlamini

Thembinkosi is the Executive Director for the Coordinating Assembly of NGOs since October 2022. Thembinkosi Dlamini is a taxation, public finance, climate justice, governance and economics specialist with significant experience in strategic planning, scenarios planning, the analysis of public budgets. He is experienced in executing economic governance programmes and working with non-state actors in areas of policy advocacy and fundraising. He is Oxfam South Africa’s (OZA) Climate Justice Lead for the African Activists for Climate Justice project (previously Senior Extractives Lead) since August, 2016. Other than being a member of the Shared Leadership Team, Dlamini has acted in the positions of Executive Director and Associate Country Director at Oxfam South Africa and Oxfam Great Britain (South Africa office) before. Prior to joining OZA, he was charged with the overall Programme Management of Amnesty International South Africa’s (AISA) Human Rights work spanning human rights and accountability; economic, social and cultural rights; and rights of marginalized groups and persons. Thembinkosi has also had a short stint at the South African National Treasury as Senior Technical Advisor in the Jobs Fund where he was responsible for a portfolio of projects aimed at job creation. He also worked for Oxfam Great Britain, at the South Africa office as the Governance Manager responsible for fiscal policies, domestic resources mobilization and taxation policies. He has spoken in a number of conferences, conducted media interviews and written or supervised research papers on the subject of illicit financial flows, a phenomenon that is forever challenging developing country governments in raising enough revenues to meet their development and service delivery needs. He had initially left Eswatini in 2009 to join the then Institute for Democracy in South Africa (IDASA) where he worked initially as a Researcher then Senior Researcher in Economic Governance focusing on capacity building in the analysis of public budgets within a transparency, accountability and participation framework.
